Summary
Trained, on site, all operating hours.
The bill orders the state environmental commission to write a rule requiring concrete crushing sites and concrete batch plants to keep a trained opacity watcher on site during all operating hours. It touches anyone holding or using a state air permit for concrete crushing or wet, dry or central-mix concrete batching. On the ground, these operators must staff each permitted site with an employee or agent trained in reading how much dust and smoke the facility puts into the air.
