For registration and mail-ballot applications, anyone without a marked license, including a non-citizen holding an unmarked license, can still use the last four Social Security digits. That means the citizenship marker does not screen these applications in the ordinary case.

Summary
No marked license? Register with the last four Social Security digits anyway.
The bill makes the Department of Public Safety stamp a large "CERTIFIED TEXAN" mark on driver's licenses and state ID cards when the applicant shows a U.S. birth certificate or a federal citizenship document. It touches every Texas voter, because a license or ID card issued or renewed once the law takes effect would count as photo ID at the polls only if it carries that mark, older cards keep the old rules, and military ID cards would be dropped from the list of acceptable voter IDs. Voter registration and mail-ballot applications would ask for a marked license or ID number, but applicants without one could still use the last four digits of a Social Security number or say they have neither.

The bill ties voter photo ID at the polls to a new citizenship stamp, but leaves the Social Security fallback open on registration and mail-ballot applications.
