Summary

Households at $150,000 or less qualify. Nonprofits must spend 97 percent of donations on grants.

The bill tells the comptroller to set up the Texas Adoption Assistance Program, certify charitable nonprofits that serve families, women or children, and let those groups collect donations and give one-time grants to adoptive parents. Texas adoptive parents of a child under 18 with household income of $150,000 or less can get a grant covering 10 to 50 percent of adoption costs, depending on income, and the nonprofits must spend at least 97 percent of donations on grants and file yearly audits. Nonprofits that fund grants are entitled to state matching money when the Legislature appropriates enough, and the program takes effect September 1, 2025.
