Summary

A longer list of offenses, and mandatory revocation for the same list.

The bill lengthens the list of sexual and exploitation offenses that bar a person from getting a Texas massage license and makes the same list a mandatory reason to revoke a massage therapist's or instructor's license. It also adds licensed massage therapists to the Penal Code's list of health care services providers in the sexual assault statute, alongside doctors, chiropractors, physical therapists and nurses. Starting September 1, 2025, more people with past convictions or deferred adjudications cannot hold massage licenses, and the state licensing commission must write rules to carry this out.
