Bill text, introduced version (I)

This grandfather clause exempts contracts or agreements for state help with any federal ammunition rule in effect on August 31, 2025, so the new ban on such contracts reaches only future federal rules. The bill still bars other help with existing rules and all help with later ones, which keeps confidence moderate.

Summary

Contracts on existing federal ammunition rules stay exempt. Other state help is barred.

The bill adds four new ammunition categories to the existing Texas rule that bars state and local agencies and officers from helping federal officials enforce certain federal gun rules that Texas law does not have. The new categories are limits on how much ammunition a person can buy in a period, ID requirements to get ammunition, limits on making ammunition, and limits on buying, selling, or owning ammunition components. Contracts or agreements to help enforce federal rules already in effect on August 31, 2025 are exempt. For those older rules the ban still stops other state help, starting September 1, 2025.
