The caption speaks only of establishing a consortium and grant program. Summary

Caption: a civic education consortium. Bill: only historically black colleges can join, and get the grants.

The bill rewrites Subchapter Q of the Education Code, striking the old Texas Partnership and Scholarship Program heading and replacing it with a civic education consortium and a grant program run by the state higher education board the text calls 'the board.' Only accredited colleges in Texas designated as historically black colleges or universities can join the consortium and receive grants, and each grant recipient must partner with a city, county, community organization, public library or another college to deliver free civic education through existing community programs. Grant money can pay for faculty, buildings, technology, student support and community partner staffing and events such as voter registration drives, with a new oversight committee that must approve spending recommendations and an outside evaluator the consortium must hire to review the program at least once every three years.
