Summary
PPO insurers treat the direct fee as a covered service.
The bill tells insurers running preferred provider health plans that cover primary care to treat a direct primary care physician's direct fee as a fee for a medically necessary covered service when applying the existing out-of-pocket credit rule. It touches insured Texans who pay a direct primary care doctor out of their own pocket, those doctors, and PPO insurers. Starting with plans issued or renewed on or after January 1, 2026, those direct payments can count toward the patient's out-of-pocket expenses under the plan.

THE TEXT
…“shall treat a direct fee charged by a physician who provides direct primary care as a fee”…
Bill text, introduced version (I)
The bill gives special out-of-pocket credit treatment to one payment model, direct primary care, but the caption names that model openly. This is a narrow, honestly labeled benefit.
