Summary
Caption: fees. Bill: past mitigation payments are “validated in all respects.” Old 17-cent combined cap gone.
The bill rewrites the fee section for the Lost Pines Groundwater Conservation District so it charges production fees and export fees under the general Water Code rules, instead of its old pumping fees. It touches well owners and water users who pump or export groundwater in that district, and it keeps the caps of $1 per acre-foot for crop irrigation and 17 cents per thousand gallons for other uses. It removes the old combined 17-cent cap on production and export fees together, and it declares valid all mitigation payments and fees the district collected before the law takes effect.
