THE TEXT
“Mitigation payments and fees assessed before the effective date of this Act are ratified, confirmed, and validated in all respects.”
Bill text, introduced version (I)
The caption mentions only fees, but this section also blesses past mitigation payments, which the rest of the bill never mentions or defines. Collections the district already made are protected after the fact.

Summary
Caption: fees. Bill: past mitigation payments too, “ratified, confirmed, and validated.” The 17-cent cap is gone!
The bill rewrites the fee rules for the Lost Pines Groundwater Conservation District, renaming its pumping fees as production fees and tying its export fees to the general Water Code. It touches well owners and anyone who pumps or exports water out of the district. It repeals the old combined cap of 17 cents per thousand gallons on production and export fees together, and it retroactively approves all mitigation payments and fees the district collected before the bill takes effect.
