relating to automobile liability insurance requirements for transportation network company drivers.

Summary

$1M applies only with a rider in the car.

This bill changes how much car insurance must cover rideshare drivers during the different parts of a trip. Today the $1 million coverage applies once a driver accepts a ride, but under this bill it applies only when a rider is actually in the car, while the drive to pick up the rider falls under the lower $50,000/$100,000/$25,000 limits. Rideshare companies, drivers, riders and anyone hit by a driver heading to a pickup are affected, starting with policies issued or renewed on or after January 1, 2026.
