Summary

Windstorm and hail costs come off what wealthy coastal districts owe.

The bill lets school districts in Texas coastal counties subtract last year's windstorm and hail insurance costs from the recapture payment they owe the state under the school finance system. It touches only property-wealthy districts that pay recapture and sit in first or second tier coastal counties, as the Insurance Code defines them. Those districts send less money back into the state school finance pool, dollar for dollar with their storm insurance spending, starting September 1, 2025.

AN ACT

relating to a credit against required recapture payments for

certain school districts for the cost of windstorm and hail
