Summary
Owners face the sterilization rule on the second pickup. Licensed breeders get more than two!
The bill makes owners of dogs picked up by animal control show proof of a microchip and core vaccines within 30 days, and proof of spaying or neutering within 60 days if the dog is picked up a second time. It touches dog owners, local animal control authorities, and releasing agencies, while exempting young puppies, service animals, show purebreds, dogs with a vet's written health excuse, and dogs owned by licensed breeders. Owners who miss the deadlines face a $250 or $750 civil penalty collected by the attorney general or local prosecutors, and microchip fees under the bill are capped at $50.
