Summary

No IQ test to qualify for Medicaid 1915(c) waiver benefits.

The bill bars the state health commission from requiring people diagnosed with Prader-Willi Syndrome to meet IQ criteria to qualify for Medicaid 1915(c) waiver benefits. It touches people with Prader-Willi Syndrome and their families seeking waiver services, plus the commission that runs those programs. On the ground, an IQ score can no longer be used to keep someone with this diagnosis out of waiver services, though the state may wait for federal approval before applying the change.

THE TEXT

…“an individual diagnosed with Prader-Willi Syndrome meet intelligence quotient criteria”…

Bill text, introduced version (I)

The protection goes to people with one named diagnosis, but the caption openly says it covers certain individuals, so the narrowness is honest.
