Summary

At least 35 percent of investable money stays in Texas banks.

The bill requires every local government's investment policy to put at least 35 percent of its investable money into deposits, certificates of deposit, or similar authorized investments held in banks located in Texas. It touches cities, counties, school districts and other local governments that invest public funds under the Public Funds Investment Act, and the Texas banks that would hold that money. Starting January 1, 2026, local treasurers would have to steer more than a third of their available funds to in-state banks instead of placing them wherever their policy allowed before.
