Summary

At least 35 percent of investable funds.

The bill requires every local government's investment policy to put at least 35 percent of the money it has available to invest into certain deposits or certificates of deposit held at banks located in Texas. It touches cities, counties, school districts and other local governments that invest public funds, and the Texas banks that would hold that money. Starting January 1, 2026, local governments would have to move or keep more than a third of their investable funds in Texas bank products instead of other allowed investments.
