Summary

Nearby residents can ask for a trial-style hearing. These used to be exempt.

The bill lets a person ask for a formal contested case hearing when the state issues, renews, or revokes permission for a facility to operate under a standard air quality permit. It touches facilities that use standard air permits, the state environmental agency that grants them, and nearby residents or others who claim the decision breaks the state Clean Air Act chapter. Starting with applications filed on or after September 1, 2025, these authorizations can be challenged in a trial-style administrative hearing instead of being exempt from that process.
