The bill requires the state environmental commission to weigh the combined health and property effects of air emissions from a facility plus all other facilities within three miles when deciding whether to grant an air permit. It applies the same cumulative-effects test when the commission decides whether to renew a preconstruction permit. Companies seeking or renewing air permits in clustered industrial areas would face a review that counts their neighbors' pollution, starting with applications filed on or after September 1, 2025.
