Summary

Children younger than 13 with a documented reason.

The bill bars many Texas health insurance plans that already cover general anesthesia from refusing to cover medically necessary general anesthesia for dental work on children. It covers children younger than 13 who cannot get the dental work done without anesthesia because of a documented physical, mental, or medical reason, when a qualified anesthesia provider does the work. Insurers, HMOs, and the listed state and employer plans must pay for this anesthesia on plans issued or renewed on or after January 1, 2026, but they still do not have to cover the dental work itself.
