Summary

Over 500 square feet, no resistance heat. Chilled water gets a pass.

The bill bans electric resistance heating as the main heat source in homes and apartments with more than 500 square feet of living space, overriding any state or local energy code. It touches builders, remodelers, homeowners and cities, with an exception only for units cooled by chilled water. Starting with construction, remodeling or repair work agreed to or begun on or after January 1, 2026, those units need a different primary heat source, and cities must set implementing rules by December 1, 2025.
