Summary

Expiration moves to September 1, 2027. Repeat rule breakers can lose licenses.

The bill keeps the state's ambulance billing protections alive for two more years, moving their expiration from September 1, 2025 to September 1, 2027. It lets the state health department revoke, suspend, or refuse to renew the license of an emergency medical services provider, including a government-run one, that intentionally submits incorrect rate information or repeatedly breaks the billing rules. It also changes the yearly rate adjustment so that a local government may raise its submitted ambulance rate by no more than the lesser of the Medicare ambulance inflation factor or 10 percent, instead of requiring health plans to raise payments by an inflation index.
