Summary

Higher thresholds to stay exempt from certain policy form rules.

This bill raises the dollar thresholds a business must meet to count as a "large risk" that is exempt from certain Texas property and casualty insurance policy form rules. It touches insurers and the businesses they cover, lifting the bar from $5 million to $20 million in insured property, from $10 million to $100 million in annual revenue, or to higher premium levels. Fewer businesses will qualify for the exemption, so more mid-sized commercial policies will have to follow the state's form requirements for policies issued or renewed on or after January 1, 2026.
