THE TEXT

“(19) a municipality described by Section 351.152(58).”

Bill text, introduced version (I)

The bill reaches only one city, identified by a numbered cross-reference to an existing list rather than by name. The caption admits the bill covers only "certain municipalities," which lowers the concern.

Summary

Hotel tax powers for “a municipality described by Section 351.152(58).” Which one? Look it up.

The bill adds one more city, the one described in item (58) of an existing Tax Code list, to two state laws on hotel and convention center projects. Those laws let certain cities receive some state tax revenue generated by such a project and pledge hotel tax revenue to pay off the project's debts. The text never names the city, so a reader cannot tell which town gets the new authority without looking up the cross-referenced list.
