Summary
Bars local health and safety requirements stricter than state rules for covered homes.
The bill bars cities, counties and other local governments from adopting or enforcing rules that hold licensed child-care homes and registered or listed family homes to health and safety standards stricter than state law or state agency rules. It touches home-based child-care providers licensed, registered or listed under state law, and the local governments that regulate them. On the ground, state health and safety standards become the ceiling for these homes, and any tougher local health and safety rules for them stop being enforceable, starting immediately or September 1, 2025.
