THE TEXT
“This section applies only to a municipality described by Section 1502.070(a)(2)(B), Government Code.”
Bill text, introduced version (I)
The bill reaches only cities that fit a description borrowed from another statute, which aims a general-looking utility rule at a small set of places. The caption admits it covers only "certain municipalities," so the narrowing is disclosed, but the text never says which cities those are.

Summary
Only cities described by Section 1502.070(a)(2)(B). The utility board decides, and nothing requires it to help.
The bill lets the board that runs a city's utility system create a program to help certain customers pay their utility bills. It covers only cities described by a cross-reference to Section 1502.070(a)(2)(B) of the Government Code, and within those cities it reaches low-income customers cut off three or more times in a year and customers 75 or older who got a disconnection notice. On the ground, the utility board, not the city council, gets sole power to decide whether to offer the help, and nothing requires it to do so.
