THE TEXT

“This section applies only to a municipality described by Section 1502.070(a)(2)(B), Government Code.”

Bill text, introduced version (I)

The bill limits itself to cities that match a descriptor in another code section, so the text never says which city it covers. The caption does say "certain municipalities," which keeps the confidence moderate.

Summary

Which city? Whichever one fits Section 1502.070(a)(2)(B). The program is optional, too.

The bill gives the board of trustees that runs a city's utility system the exclusive power to set up a bill payment help program. The program can cover low-income customers who were cut off for nonpayment three or more times in a year, and customers 75 or older who got a shutoff notice. It applies only to a city described by a cross-referenced Government Code section, and it allows the program without requiring one.
