Died in committee
The one percent goal does not have to be reached until the 2032 calendar year. That is years after the session and well after the November 2026 election.
Delayed startThe commission may excuse any utility that says it cannot meet the goal cost-effectively, and it may also cap costs. Together these can soften the mandate for the main case, but they are permissive and not automatic.

Utilities “unable to meet the goal in a cost-effective manner” can be excused.
The bill orders the Public Utility Commission to write rules setting a yearly energy savings target of one percent for each electric utility, to be reached no later than 2032. It touches electric utilities and the customers who pay the energy efficiency cost recovery fee on their bills. Rules are due by December 31, 2025, but utilities can phase in toward the target over about seven years, and the commission may cap costs and excuse utilities that cannot meet it cost-effectively.
