Summary

Groundwater districts and landowners outside districts can apply.

The bill tells the Texas Department of Licensing and Regulation to set up a grant program that pays back half the cost of plugging abandoned or deteriorating water wells. Groundwater districts can apply, and so can landowners whose wells sit outside a district; districts can also apply for landowners inside their boundaries. Money comes from a new account in the general revenue fund that holds only what the legislature puts in it, and a grant is paid only after the Texas Water Development Board confirms the well was properly plugged.
