Summary

Half the cost back, for districts and landowners.

The bill tells the Texas Department of Licensing and Regulation to set up a grant program that pays back half the cost of plugging abandoned or deteriorating water wells. Groundwater districts can apply, and so can landowners whose wells sit outside any district, with districts allowed to apply for landowners inside their boundaries. Grants come from a new account in the general revenue fund that holds only what the Legislature puts in, and the department may approve a payment only after the Texas Water Development Board finds the well was properly plugged.
