Summary

The clock starts when the provider gets its first payment.

The bill puts a 90-day deadline on requesting mandatory mediation over out-of-network health benefit claims, counted from the day the provider gets its first payment. It touches out-of-network doctors and other providers, and health plan issuers and administrators who dispute what was paid. Late requests would no longer qualify for mediation, and the insurance commissioner must write implementing rules within 30 days of the effective date.
