Summary

The 100,000-population floor for civil works projects goes away.

The bill removes the rule that only governmental entities with more than 100,000 people in their area can use the design-build method for civil works projects, opening that method to every governmental entity in Texas. It also lets a water or wastewater infrastructure project, not just a treatment plant, count as one integrated project when it bundles treatment facilities, well fields, pump stations, storage and pipelines. Smaller cities, counties and districts could now hire a single firm to both design and build roads, water systems and similar works, starting September 1, 2025.
