Summary

Applies after cruelty, dogfighting or similar convictions.

The bill changes the pet owner course a judge may order for people on probation after an animal cruelty, dogfighting, or similar offense conviction. It drops the rule that the online course must be approved and certified by the Texas Department of Licensing and Regulation, and it repeals that agency's power to certify providers, charge fees, write rules, and audit the course. In its place, any online course must run at least two hours and cover set topics such as animal cruelty laws, animal care, bite prevention, and breeder laws, and the change applies to anyone placed on probation on or after September 1, 2025.
