Summary

Every contractor and subcontractor, not just those on government jobs.

The bill requires every building or construction contractor and subcontractor in Texas to carry workers' compensation insurance for each of its employees, not just those working on government jobs. It touches construction companies and their workers, and it keeps the rule that contractors on public projects must certify their coverage in writing and pass along certificates from each subcontractor. On the ground, construction employers could no longer opt out of workers' compensation for new contracts signed on or after September 1, 2025.
