Summary

Every contractor and subcontractor, not just those on government jobs.

The bill requires every building and construction contractor and subcontractor to carry workers' compensation insurance for each of their employees, not just those working on government jobs. It touches construction companies, their subcontractors and workers, and the cities, counties and other public bodies that hire contractors. On public projects, contractors must certify their coverage in writing and pass along a coverage certificate from each subcontractor, and the rule applies to contracts signed on or after September 1, 2025.
