THE TEXT

“The commissioner shall establish the Breakthrough program through which the agency shall collaborate with a nonprofit organization”…

Bill text, House committee report version (H)

The bill text names the state program "Breakthrough" and routes it through a nonprofit partner. The committee's own background says Breakthrough is the name of a nonprofit organization, so the program appears built around one existing group while reading as general advising policy.

Summary

The committee’s own background says Breakthrough is a nonprofit. The program must work with one.

The bill orders the Texas Education Agency to set up a "Breakthrough program" that works with a nonprofit group to give college and career advising to first-generation and educationally disadvantaged students. It touches the agency, local programs, public school staff, and students at risk of not finishing high school or not going on to college or career training. The agency must set goals, track results, train local programs, and help them build local funding plans, starting September 1, 2025.
