Summary

Out of general revenue, into its own account.

The bill moves the ship channel improvement revolving fund out of the general revenue fund and makes it a separate account inside the state highway fund. The change affects the comptroller, who must transfer the fund's unspent balance, and the commission that runs the fund. The fund keeps the same name and the same administrator, but its money now sits in the highway fund instead of general revenue.
