Summary

Out of general revenue, into the state highway fund.

The bill moves the ship channel improvement revolving fund out of the general revenue fund and makes it a separate account inside the state highway fund. It touches the Texas Transportation Commission, which still runs the fund, and the comptroller, who must move the leftover balance on the effective date. On the ground, the same loan fund for ship channel projects keeps its name and manager but sits in a different state treasury account.
