Summary

Half to the state highway fund, half to counties.

The bill re-passes two existing rules that send half the money from certain oversize and overweight truck permit fees to the state highway fund and split the other half among counties named in the permit applications. It touches the Texas Department of Transportation, the counties that receive their share, and the haulers who pay the permit fees. Nothing changes on the ground except that the money stays legally dedicated to highway use instead of lapsing into general revenue under a 2013 law that ended many old fund dedications.
