No competitive bidding below the federal simplified acquisition threshold.
The bill lets certain city housing authorities skip competitive bidding on purchases unless the purchase costs more than the federal simplified acquisition threshold. It touches only the municipal housing authorities described by an existing section of state law, Section 392.0162, and the vendors who sell to them. Starting September 1, 2025, those authorities can buy more goods and services without competitive procurement, up to the federal dollar limit.
