Summary

Outside and in-house attorneys alike, 10 days from starting.

The bill requires outside and in-house attorneys who help government bodies handle open meetings and public records duties to take the state training on those laws within 10 days of starting the work. It also ends the option for a public official to skip public information training by having a coordinator take it instead, so the official must take it personally, and the coordinator must still train within 90 days. Attorneys already doing this work must finish training by October 1, 2025, officials who relied on a coordinator must finish by January 1, 2026, and outside attorneys cannot bill the government for the training time.
