Summary
State spending waits on certification that the school complied the previous fiscal year.
The bill requires every Texas public college and university to adopt a policy banning students and student groups from antisemitism-motivated violence, or speech meant to immediately incite violence or other unlawful action against Jewish people. The policy must set punishments up to expulsion for students and disbanding for student groups. Starting with money for the fiscal year that begins September 1, 2026, a school cannot spend its state appropriation until its governing board certifies to the Legislature and the Coordinating Board that it complied the year before.
