Summary

Public colleges would require student sanctions and certify compliance before spending state money.

The bill requires every Texas public college and university to adopt a policy that bans students and student groups from antisemitism-motivated violence or speech meant to immediately incite violence or other unlawful action against Jewish people. The policy must include discipline up to expulsion for students and disbanding for student groups. Each school cannot spend its state money for a fiscal year until its governing board certifies compliance to the Legislature and the Coordinating Board, starting with money for the year beginning September 1, 2026.
