THE TEXT
…“Innovation at Sam Houston State University for the purpose of”…
Bill text, introduced version (I)
The statute names specific university units, including this Sam Houston State institute, as required contractors. That locks the training contracts to named entities instead of letting the office choose. The pilot program itself still matches the caption.

Summary
Three named university units get the training contracts. The office doesn’t pick. Pilot ends 2030.
The bill creates a forensic analyst apprenticeship pilot program, run by the state office under Chapter 72 of the Government Code with help from the Texas Forensic Science Commission. It requires contracts with three named university units to build DNA, drug chemistry and toxicology, and firearms training programs, and with public accredited crime labs that win apprentice slots. The commission writes eligibility and curriculum rules and awards apprentice positions, and the whole program ends September 1, 2030.
