Summary

The Legislative Budget Board prices every new coverage mandate.

The bill requires the Legislative Budget Board to write a fiscal impact statement for every bill that makes health insurers cover new benefits, pay providers more, or follow new contract or administrative rules. The statement must estimate how the bill changes insurer spending and the premiums and other costs enrollees pay, and it gets attached right after the regular fiscal note. Starting with bills filed on or after September 1, 2025, lawmakers will see a projected premium cost next to each insurance mandate bill.
