Summary

Seven unpaid members, a report every other December. Action waits on whoever reads it.

The bill creates a seven-member oversight advisory council inside the state's family and protective services department to advise on foster care placements and review complaints about where children in state custody are placed. The governor appoints five members, including a representative of a religious organization, a representative of a law enforcement agency, and a foster care parent, while the lieutenant governor and the speaker of the house each appoint one member, and none are paid or reimbursed for travel. The council must meet at least twice each year, the department and the Health and Human Services Commission must give it information, and it must send a written report with recommendations to those agencies and the legislature by December 1 of each even-numbered year, but nothing in the text lets it change any placement or decide any complaint.
