Summary

7 unpaid seats, no travel money. The only output is a report every two years.

The bill creates a seven-member state advisory council to watch over how foster children in state custody are placed. The governor picks five members, including a religious group representative, a law enforcement representative, a foster parent and two foster care community members, and the lieutenant governor and speaker each pick one more; members are unpaid and get no travel money. The council meets at least twice a year, reviews placement complaints and data that the state agencies must hand over, and sends lawmakers a written report with recommendations every two years, but it has no power to change any placement itself.
