THE TEXT
“an incorporated area of a municipality that has not adopted zoning regulations and has a population of more than two million”
Bill text, introduced version (I)
The population and no-zoning thresholds limit this new local veto to a very small number of places. The caption only says "certain areas" and never names which ones.

Summary
The “certain areas”: a no-zoning city over 2 million, or a county over 4.5 million.
The bill makes the state environmental agency send a concrete batch plant's air permit application to the local city or county government before it can approve the permit. It applies only to plants in a city of more than two million people that has no zoning, or in unincorporated parts of a county with more than 4.5 million people. The local government gets 30 days to reject the application, and a rejection blocks the state from issuing the permit.
