THE TEXT
“identification issued by the agency of the United States responsible for citizenship and immigration”
Bill text, introduced version (I)
This option accepts any ID from the federal agency that handles immigration, not only a document showing citizenship. That agency's IDs can go to people who are not citizens, so the list may let a non-citizen document satisfy a citizenship proof rule.

Summary
That agency’s IDs can go to non-citizens. And it all waits on a constitutional amendment.
The bill requires anyone registering to vote in Texas to give the county registrar a copy of a document proving U.S. citizenship, such as a passport, a birth certificate, or citizenship papers. It touches every new voter applicant, county registrars, and volunteer deputy registrars, who must check citizenship using those documents. It starts January 1, 2026, but only if voters approve a matching constitutional amendment; otherwise it does nothing.

SECTION 2. Section 13.039(a), Election Code, is amended to read as follows: (a) On receipt of a registration application, a volunteer deputy registrar shall review it for completeness in the applicant's presence and verify the applicant's citizenship using the proof of citizenship required by Section 13.002(a-1) . SECTION 3. This Act takes effect January 1, 2026, but only if the constitutional amendment proposed by the 89th Legislature, Regular Session, 2025, to require a person to submit proof of citizenship to register to vote is approved by the voters.
