THE TEXT

“This Act takes effect September 1, 2027, but only”…

Bill text, introduced version (I)

The money shift and grant program do not start until after the November 3, 2026 election, about two years after the session. The delay is partly tied to the needed constitutional amendment vote, so this is a timing flag, not a defeat of the bill's purpose.

Summary

Some oil and gas tax money skips the rainy day and highway funds. Voters have to approve first.

The bill sends part of the state's oil and gas tax money, which now goes to the rainy day fund and the highway fund, into new places: an oil and gas cleanup account, an emissions reduction fund, and a new Texas STRONG defense fund. Money in the Texas STRONG fund may be spent only on a governor-run grant program, road grants, economic development and Department of Public Safety staff and pay raises in big oil-producing counties and port counties tied to oil and gas. Nothing happens unless voters approve a matching constitutional amendment, and even then it starts September 1, 2027, while the current transfer rules end six years sooner than under current law.
