Summary

Rent increases during leases would be barred, with exceptions for rental subsidy programs.

The bill bars owners of housing built with low income housing tax credits from raising a tenant's rent while that tenant's lease is still running. It touches tenants and owners in tax-credit developments, with an exception for rent set under Section 8 vouchers or similar rental subsidy programs. It applies only to leases signed or renewed on or after September 1, 2025, and does not limit how much rent can rise when a lease is renewed.
