THE TEXT

“with a population of one million or more;”

Bill text, introduced version (I)

The stacked population tests (a county of one million or more, containing a city of one million or more, next to a county of 2.5 million or more) aim the extension at what reads as a single county. The caption does admit the bill covers only "certain counties."

Summary

1M-plus county, 1M-plus city, next to a 2.5M-plus county. Everyone else gets two years.

The bill lets one narrowly described county keep running its local health care provider participation program until September 1, 2030, instead of having that authority expire two years after the county first adopted it. It touches only a county of one million or more people that contains part of a city of one million or more and sits next to a county of 2.5 million or more. Every other local government keeps the existing two-year expiration rule, and the change takes effect right away with a two-thirds vote or on September 1, 2025.
